About Carl
Carl is a Founding Board Member and Past Associate Member Chairman of the Regional Air Cargo Carriers Association (RACCA), and a Past Chairman of the Radiopharmaceutical Shippers and Carriers Conference (RSCC).
He is a regulatory expert in domestic and international transportation compliance, safety, training and operational requirements, and Facilitator in strict regulatory environments passenger and cargo carriage, radioactive pharmaceuticals, infectious substances, aircraft reconfiguration, managed aircraft, safety management system, training development and logistics.
From 1991 to 2003 Carl was the Senior Regulatory Liaison for AirNet Systems, and principal representative for all regulatory issues to authorities DOT, FAA, TSA, PHMSA, OSHA, ICAO, IATA, and NRC. During this time he ensured employee safety through effective training development and administrative to include writing the complex procedural manuals and safety-training programs.
Today as the Founder and Principal of Transportation Resource Partners, LLC , a regulatory compliance specialty firm, Carl spends his time advising the industry on complex regulatory matters, specifically dangerous goods/hazardous materials, operational security, U.S. Customs procedures, and OSHA safety procedures, streamlining entry into challenging new markets and has represented the cargo industry in FAA’s Part 135 Aviation Rulemaking Committee (ARC), revising regulatory language to include evolving demands of Part 135 operations. Carl is also the Safety Manager, OSHA Safety Officer, and Safety Committee Chair for Mayo Aviation.
